Prequisite Responsible Service of Alcohol (rsa) Training

  • Evidence of your prior RSA training must be submitted before we can issue your MLPLCA401A certificate.
  • Evidence must be by Statement of Attainment in either; SITHFAB201 or SITHFAB009A or THHBFB09B and can be uploaded to your student account.

The Approved Manager ID card

  • The MLPLCA401A certificate provides sufficient evidence of training for you to apply for an Unrestricted Approved Managers ID card through the Department of Racing, Gaming & Liquor.
  • All licensed premises must have an Approved Manager on duty at all times during business hours
  • All Approved Managers must produce their Approved Manager ID card as evidence of training and approval by the Department of Racing, Gaming & Liquor
  • Application for your Approved Manager ID card must be made online at www.rgl.wa.gov.au and it is recommended that you download the Approved Manager Lodgement Guide to assist your application process

System Requirements

  • A valid Email account.
  • A valid form of identification.
  • A printer to print a statutory declaration form.
  • Either a Digital camera / scanner / fax / iPhone or ability to upload documents from your files to your student account.
  • A reliable internet connection
  • Audio: Some course content is provided with audio
  • A reliable Browser *preferably Chrome

Getting Started

Step 1: Register and pay for your course - Upload your ID and create your USI (Unique Student Identifier number)

Step 2: Complete your learning course at your own pace and from the convenience of home using the materials provided by us;

Step 3: Complete the course content and assessments;

Step 4: Before we can issue you with a MLPLCA401A - 52735WA Certificate you will need to provide us with a;

- Unique Student Identifier ( Note: you can apply for this via your student account during enrolment)

- Copy of the identification that you used to apply for your Unique Student Identification or photo identification (You can upload this to your student account upon enrolment)

- Completed mandatory government survey about your training experience (This can be completed online in your training account)

Step 5: Once your assessment has been marked and approved by our assessor, you’ll receive a downloadable MLPLCA401A - 52735WA certificate. You can start work immediately!

What You Will Learn - Course outcome

  • At the conclusion of this course you will have an understanding of the most important elements of licensed management training:
  • This Manage Legislative Responsibilities for the Sale, Supply and Service of Liquor (MLPLCA401A) training is designed for Western Australia as per Department of Racing, Gaming & Liquor guidelines and provides participants with sufficient evidence of training competence to apply to be an Approved Manager ID card in WA.
  • Acceptable training for anyone applying at www.rgl.wa.gov.au for their ID card;
    • Unrestricted Approved Manager ID card for Hotels, Tavern, Restaurant, Liquor Stores, Nightclubs/bars, Theatres, Amusement Venue, Caterers and more
    • Restricted Approved Manager ID card for Club, Club Restricted and Occasional Licence types (may only require RSA certification - please check guidelines www.rgl.wa.gov.au)

There are 4 key focus areas, these being:

  • Identify and apply legislative requirements
  • Operate in accordance with licence conditions
  • Maintain records
  • Interact with regulatory agencies

How You Will be Assessed

To ensure that you meet the learning outcomes for this unit, you are asked to complete the following General Assessment requirements – there are three (3) main stages of the assessment:

1. Knowledge Assessment

The knowledge assessment refers to the quizzes contained throughout the course which are found at the end of each module, each question must be answered correctly to enable you to proceed to the next module. If an incorrect answer/s is submitted you will be automatically taken to the beginning of the module to re-read content and re-answer the incorrect question/s

2. Case Study Assessment

This assessment includes short answer questions that must be answered correctly and in your own words. It is an online written assessment which requires AAAT assessors to mark answers, which means that you do NOT receive your certificate immediately, however we aim to assess as soon as possible, generally, you will receive your certificate same day as successful completion.

3. Verbal Assessment

You will be required to contact the AAAT team on 1300 287 554

0800-1700 (AEST) Monday to Friday or

0800-1200 Sat & Sun.

  • The verbal assessment takes approx. 5 minutes to complete.
  • You will be asked three (3) randomly automated selected questions from the course content.
  • Please have your form of ID provided at commencement of training along with the ID number ready as you will be asked to verify and confirm this ID.

All assessment stages are required to be answered correctly, if a question is answered incorrectly during stage 2 & 3, the student will receive feedback/discussion from our assessors and asked to resubmit. Stage 1 requires 100% competency to enable the student to proceed as noted under heading ‘Knowledge Assessment


Total duration of unit including learning content and assessments is *7-8 hours - this may vary depending on your previous experience and ability to navigate the online portal.

To ensure you receive an adequate level of support with your training and assessment, please consider the following questions.

  • Do you consider yourself to have any disability, special needs, reading or writing difficulties that may have an impact on your ability to complete this online course?
  • Do you believe you have the literacy skills to read and interpret documents such as:
    • Identification (ID) cards
    • Proof of age cards and driver’s licences
    • Statutory signage and warning signs
  • Wording within advertising or promotional material, such as in‑house policies and procedures and any other general plain English regulatory and advisory information issued by local, or state and territory liquor licensing authorities?
  • Do you believe that you have the numeracy skills to measure and calculate standard drinks or samples and calculate blood alcohol levels to determine alcohol consumption?

Please note:

  • Random sampling of students is conducted to ensure the authenticity of those completing learning and assessment online. A minimum standard of language, literacy and numeracy is required to complete online learning. If the participant fraudulently declares the minimum level is met, a statement of attainment may not be issued.
  • All students are questioned at the time of enrolment where they are provided with the opportunity to declare special needs in this area. If this is not indicated, the student has declared they have the minimum language, literacy and numeracy skills to proceed with online learning.
  • In addition, all students are required to undertake a short LLN self-assessment prior to the commencement of training. Satisfactory completion of the assessment is required prior to issuance of a statement of attainment.
