The interim certificate is valid for only 90 days. Within that window, you must visit a Service NSW service centre in person to obtain your photo competency card. The card is the document you carry to work. The interim certificate is not a permanent credential.

Why NSW RSA Is Different
Every Australian state and territory requires RSA. The underlying qualification — SITHFAB021 (Provide Responsible Service of Alcohol) — is nationally accredited and the same everywhere. The process NSW wraps around that qualification is unique.
NSW is the only Australian state that issues a physical, photo-based competency card as the ongoing evidence of RSA compliance. Every other state accepts a Statement of Attainment from a registered training provider, or in Victoria's case, the LCV Certificate of Completion. In NSW, the Statement of Attainment and the interim certificate from your training provider are stepping stones to the card — not the end point. If you are working in NSW using only a Statement of Attainment without a valid interim certificate or competency card, you are not RSA compliant in NSW.
The framework was established under the Liquor Act 2007 (NSW) and the Liquor Regulation 2018 (NSW), administered by Liquor & Gaming NSW (L&GNSW). The competency card system has been in operation since 2011. Cards issued in that first cohort began expiring from 2016 onwards, which means there is a significant ongoing pool of people needing renewal as well as first-time completions.
Who Needs RSA in NSW
Under the Liquor Act 2007 (NSW), the RSA competency card is required for any person who works in a role that requires RSA training. This includes:
- Anyone who sells, serves, or supplies alcohol at a licensed venue in NSW — including bars, restaurants, clubs, bottle shops, and function venues
- Supervisors and managers who oversee the service of alcohol — including duty managers, floor managers, and venue managers with operational responsibility for alcohol service
- Approved managers and licensees of hotels, bottle shops, and clubs — who have broader obligations around responsible service and must hold additional endorsements
- Bottle shop attendants — packaged liquor retail is covered by the same requirement as on-premises service
- Promotional staff conducting on-site alcohol tastings — working in any capacity that involves selling or offering alcohol requires the competency card
RSA is not required for kitchen staff who have no involvement in alcohol service. It is not required for people who work in venues where alcohol is consumed by others but who do not themselves sell, serve, or supply it.
Fines apply for working in an RSA-required role without a valid interim certificate or competency card in NSW. The fine applies to the individual, and the licensee is separately liable if they allow an uncertified person to work in an RSA-required role.
Step 1 — Complete RSA Training with an L&GNSW Approved Training Provider
The first step is completing SITHFAB021 through an L&GNSW Approved Training Provider (ATP). This is a NSW-specific approval separate from ASQA registration. Not every RTO that delivers SITHFAB021 is an L&GNSW ATP. Only ATPs can issue the NSW interim certificate — the document that allows you to start work in NSW immediately and apply for your competency card.

The interim certificate is the document you use to start work immediately, before the physical card arrives.
The NSW RSA Interim Certificate — What It Is and How It Works
The interim certificate is a document issued by your Approved Training Provider on completion of the RSA course. It is the immediate, working evidence of your RSA training in NSW. Key facts:
- Valid for 90 days from the date of issue — this is the window in which you must visit Service NSW to apply for your competency card
- Allows you to work in NSW RSA-required roles immediately from the day it is issued — you do not need to wait for the physical card
- State-specific — the NSW interim certificate is only valid in NSW, not in other Australian states
- Cannot be reissued — the L&GNSW ATP portal does not allow a second interim certificate to be issued for the same course completion. If your 90-day window expires before you apply for the card, you can still apply — but you must do so before the 5-year validity period from the interim certificate issue date runs out
- The 5-year competency card expiry is calculated from the date the interim certificate was issued — not the date the card is physically produced or received
Step 2 — Applying for the NSW RSA Competency Card at Service NSW
Within the 90-day interim certificate window, you must visit a Service NSW service centre in person to apply for your competency card. The card application cannot be submitted online or by mail.
What to Bring to Service NSW
- Your NSW RSA interim certificate (the document issued by AAAT)
- 100 points of original identity documents — the acceptable document types are listed on the back of your interim certificate. Typically this means a combination of a primary document (Australian passport, birth certificate, or citizenship certificate) and secondary documents (driver licence, Medicare card, bank card)
- Your personal details on the interim certificate must match your identification exactly. Minor discrepancies such as spelling errors or typos can be amended at Service NSW. If you have changed your name since the documents were issued, bring proof of name change such as a marriage certificate
What Happens at Service NSW
At the service centre, a staff member will:
1. Verify your interim certificate and identity documents
2. Take your photo for the competency card
3. Process your application
There is no additional fee at Service NSW — the competency card cost is included in the course fee you paid to AAAT.
Receiving Your Competency Card
After your Service NSW visit, your photo competency card is mailed to your nominated address within approximately 5 weeks. The card is a physical, laminated photo ID card similar in format to a driver licence, and also exists as a digital card accessible through the Service NSW app on iOS and Android.
You can access your digital competency card immediately through the Service NSW app using your CCH (Customer Card Holder) number — which you receive at the time of your Service NSW visit. This means you have digital proof of your competency card available immediately, before the physical card is delivered.
The competency card is valid for 5 years from the date the interim certificate was issued. This is an important distinction: if your interim certificate was issued on 1 July 2026, your competency card will expire on 1 July 2031 — regardless of when the card was physically processed or when you received it.
Renewal — How the 5-Year Cycle Works
L&GNSW sends renewal reminder emails and SMS messages approximately 90 days before your competency card expires. These reminders include links to the online refresher training required for renewal.
What Renewal Involves
Renewing a NSW competency card requires completing L&GNSW online refresher training — not repeating the full SITHFAB021 course. This is a critical distinction:
- The L&GNSW refresher is administered by L&GNSW and is a separate, shorter training program designed specifically for renewal
- Completing a full SITHFAB021 course again with an ATP does NOT renew your competency card — it produces a new interim certificate which would require another Service NSW visit and another card application
- Refresher training must be completed before your competency card expires
- If your card expires and you have not renewed, there is a 28-day grace period — but you cannot work in NSW RSA-required roles during this grace period
- If more than 28 days have passed since card expiry without renewal, you must complete the full training course through an ATP and restart the process
Interstate RSA Holders — Bridging to Work in NSW
If you hold a valid RSA certificate from another Australian state or territory and are moving to or working in NSW, you generally need to complete the NSW RSA bridging course — not the full SITHFAB021 course — to obtain a NSW competency card. The bridging course is administered by L&GNSW directly.
A valid interstate RSA for bridging purposes is defined by NSW as:
- A QLD, WA, SA, or TAS Statement of Attainment issued within the last 5 years
- A VIC, ACT, or NT RSA qualification issued within the last 3 years
If your interstate RSA falls outside these timeframes, you are required to complete the full SITHFAB021 course through an L&GNSW ATP. After the bridging course, you still need to visit Service NSW in person to obtain your card — the same process as for initial course completions.
For Employers — NSW RSA Compliance Obligations
Operating a licensed venue in NSW creates specific ongoing obligations around RSA that are regularly checked during L&GNSW compliance inspections. Understanding what inspectors look for is the starting point for building a compliance system that holds up under scrutiny.
The RSA Training Register
Every licensed venue in NSW must maintain a current RSA training register. The register must capture for every staff member who serves or supervises alcohol:
- Full name and role
- Whether they hold an interim certificate or competency card
- The certificate or card number
- The expiry date — interim certificates expire 90 days from issue; competency cards expire 5 years from the interim certificate issue date
- Date management last physically sighted and verified the document
A staff member who has completed SITHFAB021 but whose interim certificate has expired and who has not yet obtained a competency card is not RSA compliant in NSW. The training register must reflect the current status of every staff member — not just their initial completion.
What L&GNSW Compliance Inspections Check
L&GNSW compliance officers conduct both announced and unannounced inspections of licensed venues. During an RSA compliance check, inspectors typically:
- Request the training register and check currency for all serving staff present

Penalties for Non-Compliance
Under the Liquor Act 2007 (NSW), allowing a person to work in an RSA-required role without a current interim certificate or competency card is an offence. Penalties include:

I lost my competency card — what do I do?
Download your digital competency card from the Service NSW app immediately — it is accessible using your CCH number and is a legitimate working document. For a replacement physical card, contact Service NSW. You can continue to work using the digital card while the replacement is processed.
Can I use my NSW RSA certificate in other states?
Your NSW Statement of Attainment for SITHFAB021 is nationally recognised and valid evidence of RSA completion in QLD, WA, SA, TAS, and NT. For Victoria, you will need to use your SITHFAB021 as the basis for a bridging course through the LCV Learning Hub. For ACT, your NSW RSA may be accepted depending on its age — check with Access Canberra directly.
