RSA Western Australia — The Complete 2026 Guide to the 28-Day Rule, Employer Obligations and the Approved Manager Card

Western Australia's RSA framework is administered by the Department of Local Government, Sport and Cultural Industries (DLGSC) under the Liquor Control Act 1988 (WA). For most serving staff, WA RSA is straightforward: complete SITHFAB021, receive your Statement of Attainment, and that credential does not expire. No separate government card is required. No renewal obligation applies. The Statement of Attainment is your permanent Western Australian RSA qualification.

But WA has two specific obligations that trip up employers and staff who are not familiar with them: the 28-day rule for new employees, and the separate Approved Manager card requirement for anyone formally appointed as Approved Manager of a licensed premises. Understanding both — and how they interact — is essential for venues in Western Australia to remain compliant.

Who Needs RSA in WA

Under the Liquor Control Act 1988 (WA), any person engaged in the sale, supply, or service of alcohol at a licensed premises in WA must complete RSA training. This applies to:

  • Bar staff and bartenders in hotels, pubs, and licensed bars
  • Waitstaff who serve alcohol in licensed restaurants and cafes
  • Bottle shop attendants
  • Supervisors and managers who oversee alcohol service
  • Approved managers and licensees (who also require the additional Approved Manager qualification — see Section 4 below)
  • Volunteers engaged in the sale, supply, or service of alcohol

There is one specific exemption that applies in WA: staff working at registered clubs or club-restricted licensed premises may complete the Clubs WA Responsible Service of Alcohol — Club Industry Training course instead of SITHFAB021. This exemption applies only to club-licensed premises, not to hotels, restaurants, or bottle shops. Confirm with your employer whether this exemption applies to your workplace.

The 28-Day Rule — WA's Most Commonly Misunderstood Requirement

Western Australia is one of two states (along with Tasmania) that has a specific time window within which new employees must complete RSA after starting work. Under the Liquor Control Regulations 1989 (WA), regulation 14AG:

  • Staff engaged in the sale, supply, or service of liquor have 28 days from the date they commence employment or volunteering in that capacity to complete RSA training
  • During the 28-day window, the new employee may work in alcohol service roles without yet holding RSA — but they must complete the course within that window
  • A copy of the completed Statement of Attainment must be provided to the employer as soon as practicable after completion
  • The employer must keep a copy of the training certificate on the premises as required by regulation 14AG(2) of the Liquor Control Regulations 1989
AAAT recommends completing RSA before starting work rather than waiting until day 27 of the 28-day window. The same-day Statement of Attainment from AAAT means there is no logistical reason to delay. Starting without RSA exposes both the employee and the employer to compliance risk if anything goes wrong in the interim period.

What Happens if RSA Is Not Completed Within 28 Days

If a staff member fails to complete RSA within 28 days of starting in an alcohol service role, they are no longer permitted to work in that role until RSA is completed. The penalty for non-compliance — for the licensee — is $5,000 under regulation 14AG of the Liquor Control Regulations 1989 (WA). The employer, not just the employee, bears the compliance obligation.

No Card, No Expiry — What That Actually Means for WA

Unlike New South Wales, Western Australia does not require a separate government-issued card after completing RSA. Your Statement of Attainment from AAAT is the permanent evidence of your WA RSA qualification. DLGSC has confirmed that in Western Australia, RSA courses have no expiration date once completed — your Statement of Attainment remains valid for as long as you work in WA licensed venues.

If an RSA certificate from another state or territory is presented, it will not be accepted as evidence of WA RSA compliance. Interstate RSA certificates are not accepted in Western Australia. A staff member who holds an NSW, VIC, or QLD RSA must complete SITHFAB021 specifically for WA through a DLGSC-recognised provider before working in alcohol service in a WA licensed venue.

The WA RSA Training Register — Employer Obligations

Licensees in Western Australia are required under Regulation 14AG(2) of the Liquor Control Regulations 1989 to maintain a training register recording all employees and volunteers who have completed RSA. DLGSC has a standard format for the training register available for download from its website.

The training register must capture:

  • Employee or volunteer's full name
  • Date RSA was completed
  • Provider name and RTO number
  • Statement of Attainment or certificate number
  • Signature of the employee or volunteer (where the register format requires it)

The register must be kept on the premises and available for inspection by a police officer or liquor inspector at any time. The licensee must also retain a copy of each staff member's RSA certificate on the premises — either hard copy or in a secure digital format accessible for inspection.

DLGSC compliance officers specifically check RSA training registers during inspections. A register that does not include all current serving staff, has not been updated recently, or contains certificates from non-DLGSC-recognised providers is a compliance finding.

What a DLGSC Compliance Inspection Checks

  • RSA training register — current for all serving staff? Certificates from DLGSC-recognised providers?
  • New staff 28-day compliance — have any staff been in role for more than 28 days without RSA?
  • Approved Manager card — is the formally appointed Approved Manager on duty? Do they hold a current MLPLCA001 card?
  • Incident and refusal register — current and maintained?
  • Trading within licensed hours and conditions?
  • Liquor management plan — does it reflect current operations?

The WA Approved Manager Card — A Separate Requirement

The WA Approved Manager card is a qualification that applies only to Western Australia and only to the formally appointed Approved Manager of a licensed premises. It is separate from RSA and requires completing the MLPLCA001 (Management of Licensed Premises) course.

Understanding the relationship between RSA and the Approved Manager card in WA is important because they serve different purposes and both are required for anyone in the Approved Manager role:

  • RSA (SITHFAB021) — required for all staff who serve alcohol, including the Approved Manager. This is the baseline RSA qualification.
  • Approved Manager card (MLPLCA001) — required only for the formally appointed Approved Manager of the licensed premises. RSA must be completed before commencing MLPLCA001 — it is a stated prerequisite for the unrestricted card pathway.

Who Needs the Approved Manager Card

Any person who is formally appointed as the Approved Manager of a licensed hotel, bar, restaurant, bottle shop, nightclub, or other licensed premises in WA needs the card. The card is not required for general serving staff, supervisors, or managers who do not hold the formal Approved Manager appointment.

The Approved Manager Card Application Process

Obtaining the WA Approved Manager card involves four steps:

  • Complete RSA (SITHFAB021) with a DLGSC-recognised provider such as AAAT. This is a prerequisite for the unrestricted card.
  • Complete MLPLCA001 (Management of Licensed Premises) with an approved provider such as AAAT. This course covers the Liquor Control Act 1988 (WA), your obligations as an Approved Manager, and responsible management of a licensed premises. Same-day Statement of Attainment.
  • Obtain a National Police Certificate (NPC) no older than 3 months at the time of lodgement.
  • Lodge the application at a WA Post Office with your Statement of Attainment, NPC, and the application fee. The Post Office confirms your identity and takes your photo for the card.

On lodgement at the Post Office, you receive a receipt that enables you to act as Approved Manager while the application is being determined. The Approved Manager ID Card is valid for 5 years and must be kept on your person at all times while working in the capacity of Approved Manager.

Temporary Manager Provisions

If the Approved Manager is absent — due to illness, holiday, or unexpected circumstances — the licensee may appoint another person to act as a Temporary Manager for up to 7 consecutive days. The Temporary Manager cannot be someone found not fit and proper by the licensing authority, and the same person cannot act as Temporary Manager for more than 7 days in any 28-day period. Temporary manager appointments should be made in writing.

These provisions are specifically intended for genuine extenuating circumstances — not as a routine means of avoiding the obligation to appoint a compliant Approved Manager. DLGSC explicitly states that using temporary manager provisions to evade the approved manager obligation is inappropriate use of the provisions.

RSA in WA for Interstate Workers

Interstate RSA certificates are not accepted in Western Australia. If you have completed RSA in NSW, VIC, QLD, SA, TAS, NT, or ACT, you must complete SITHFAB021 specifically through a DLGSC-recognised WA provider before working in alcohol service in a WA licensed venue.
